The other option is to use option 1) all the time and run a web server 
locally, which is what I do.  I have Apache for Windows 
(http://httpd.apache.org) set up on my machine at home and my website 
mirrored on that in the same directory structure as it is on the webserver. 
 Once you're running that, then you can reference *all* local hyperlinks, 
images, stylesheets etc as in 1) above.
This is also useful if you're using PHP, CGI, SSI etc since you can test 
them locally before you upload to your site.
