why would vertical scroll bars not appear in a lower resolution?

If I view this site

http://www2.westpac.com.au/invest/calculators/savings/requiredterm_
calculator_dom.cfm

in 800x600 with IE5.0 I get no vertical scroll bar (although the full 
content is not visible) .. if I switch to 1024x768 I get the scroll bar ..

Any ideas as to what could cause this to happen ?
