I should have mentioned that I'm using Mozilla 0.9.5 (but somebody 
else reported seeing the problem in a version of Netscape 4.7x).

This is strange.  I can't see anything in the code that might cause 
that, and the alt tags work okay in NN 4.75 (although the '&' 
character doesn't show up, either just by itself, or as &amp;).
