I have been testing some technology called Serlient that will do web-
site-on-CD stuff using PHP (not cgi) , no server needed. But this is 
Win32 only.  There are some small servers around (like BadBlue, 
which handles PHP and CGI) but a) your users would have to install 
a server b) I think you are unlikely to find a cross platform solution
