Table problem in NN4.x

Hi folks,
Could some kind soul please look at http://www.citscapes.ac.uk/citscapes/new/ in Netscape 4.7x 
(I have 4.79) and tell me why the table cell with the menu in it is stretched so far across to the 
right.  Look at it in Mozilla or IE5.5+ or something to see how it *should* look.

The bizarre thing is that if I set the border around the main table to 2, then it resizes perfectly.

Any ideas?
