Problem changing favicon.ico

I created a couple of favicon.ico files at the favicon.com website. I put
one of the icon files in the root directory of a website I am working on
and then saved that website in IE 5 Favorites. Everything seemed to work
fine, the icon showing up in the Favorites list in front of the website name.
I then deleted that original icon on the server and replaced it with
another, and also deleted the reference to the website in question from IE
Favorites. When I went back to the website and
re-saved it, instead of the new icon, I found that the original icon returned.
I went into C:\Windows\Favorites. The original icon was showing in front of
the shortcut. Right clicking on the shortcut and selecting properties, I
tried changing the icon in C:\Windows\System\url.dll. Still no luck
changing the icon.
Does anyone know how I can get my system to recognize to the new
favicon.ico file?
