Hi Julie!

If you are opposed to using frames and a Javascript solution is still 
acceptable there is a menu script at this site: 
http://www.javascript-page.com  that creates a "floating" menu that moves 
as the page is scrolled.

Another option to consider, along with the potential ramifications.
