I haven't spent a lot of time on SSI myself :-)
However, here are the two lines of code from my site which format the "last
modified" date:
<!--#config timefmt="%1e %B %Y" -->
Last modified: <!--#flastmod virtual="${DOCUMENT_NAME}" -->
