.html was the original version. Because MS-DOS could only handle 3-digit
file extensions, .htm was introduced. It has persisted on Wintel platorms
for backward compatibility reasons.
Strictly speaking, server-parsed html pages used a .shtml extension, and a
.stm under windows.
Nowadays, .html, .htm, .php, .asp, .shtm, and a host of other extensions
are in use. It is up to the configuration of the web server as to which
are accepted, which are server-parsed before being served, and which one(s)
is the default.
