Pam,

UB Code (and variations) is specific to Ultimate Bulletin Board (and 
similar) bulletin board software. It was created mostly so people couldn't 
post whole web pages into a forum, but still have some markup ability in 
their posts. Most of the different board software gives the admins the 
option of turning html on/off at their discretion.
