Not quite the solution, but you helped me realize I wasn't looking at it in
the right way.
The newsletters will be in their own file and they will be routinely
replaced. If you move the current issue into the *archives* then all the
refs need to be updated to reflect the issue's new location.
So, I think my problem is the fact that I almost exclusively use relative
urls within the html documents. If I use absolutes, then I don't have to
change the index or any other page to reflect its new location and still be
able to *read* the CSS doc and the images.
