Of course it can be done :-)

The web is a great "glue" for internet technologies - and in this case 
everyone is forgetting one of the earlier protocols: File Transfer Protocol.

Simply place the files on a public FTP site, and use a link like this:

<A href="ftp://ftp.site.com/pub/File.PDF">Download PDF File</A>
