Well, let's start here:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN">

Make up your mind - one or the other - but not both

BTW - Frames are not supported in 2.0, which is the declaration made on your (frame) index page. You have ~both~ dtd's on your (bottom) index page.

Really. Seriously. If the page doesn't validate ( http://validator.w3.org ) ******* ALL ****** bets are off for reliable  and predictable display.

Please go to:

http://hwg.org

and research "validation". It will save you a LOT of headaches in the long run.
