Lori,

I'm not sure what you've heard or read about the browser being confused, but
cascading style sheets are set up to do exactly what you're wanting, hence
the name "Cascading".  The dominant style starts from the element it applies
to and works its way outward.  Following this idea, you basically have 3
levels of styles - inline, document level, external.  Inline is simply a
style declaration added to a tag.  Document level is something that applies
to the document itself (ie, html page), and External is one that can be used
for multiple pages.
