The best *has* to be Macromedia Dreamweaver.  I've used version 2 quite 
extensively (well OK, for the duration of 2 30-day trials!) and it is 
brilliant.  I've now bought version 3 and Fireworks 3, but they still haven't 
arrived........30 days after they were supposed to!
