Adobe Illustrator and Quarkpress can open eps files.  

BUT - I believe an older version of Ilustrator cannot open files saved in a 
newer version of the software, i.e Illustrator 5 cannot open files saved in 
Illustrator 8 (unless the files were saved using the option to "save as" an 
older version).

You also won't be able to *edit* the eps files in Quark - you'll only be able 
to view them.
