frame target not working with php

Hello people.. 

Can someone please tell me what's going wrong here.  I'm replacing cgi include
calls with a short php line to call a text file for inclusion into a web page.
It works ok except that the called file takes over the whole screen and doesn't
stay in the frame where it belongs.  I have changed the suffix's to php3 where
necessary and there *is* a 'body' name and I have put 'target=body' in several
different ways.  Nothing works..  Is there something I should know about.  :-<
