I'm not sure which standard you're validating against, but if you look at:

http://validator.w3.org/check?uri=http%3A%2F%2Fwww.websitedatabasesolutions.com%2Ftemptest.htm

... you will see that it DOES indeed validate against the HTML 4.01
transitional standard published by the W3C.
