There is a shareware by Alchemy Mindworks called Graphic Workshop that will
view and/or convert .art format (among many other formats).

This is what AOL listed as the only other way to handle .art files besides
through their browser. That format is a result of AOL's imposed compression
of graphics. If viewed with the compressed graphics option OFF, there are no
.art files.
