Right Frame Too Low

I've split the right frame on my web page in two using Front 
Page plus some hand coding, but the result is that the 
heading (Techpolitics) and the list to the right are too low on 
the page using IE:  http://www.techpolitics.org.  This is 
apparently the result of the table.  How do I get everything 
on the right frame to the top of the page? (click the right top 
item and you'll see a page which is correct at the top)
