Table/Layout problem

Hi,
I am working on a site and have been having weird spacing problems.
On this page:
http://207.106.8.96/web_clients/k_carter/endorse.html

there is a massive amount of space between the list of names and the bottom
group of pictures. why, why, why?

in case this helps, i am using Dreamweaver 2 on a mac with IE 4.5 and
Netscape 4, and it looks that way in both browsers.

Any help would be massively appreciated.
