Need to sue in US....

Hello

A business associate and former friend bought the resale rights to my ebook
in May of this year

Because he was my friend I did not deem it necessary to draw up a formal
contract (I know:-(

But the exchange of emails since May last year are self explanatory and
contain numerous promises to pay by certain dates, etc.

He has now basically said 'sue me'. He owes $1500 and lives in Minnesota

What are my best courses of action when I am based in the UK?
