Email Newsletters

Hello,

I have a client who wants me to design an html and text based newsletter
system. Their staff has to be trainable on it so I am considering
something like Constant Contact. Any recommendations? I know we cannot
quote prices for developing but how much time to set up a template for
this sort of thing realistically? They have a database of contacts
(about 10-20,000 on the list - 6 emails/yr) I would be drawing from. How
is this managed with content? Sorry about the newbie questions but I
haven't done this aspect before.
