email service provider?

To make a rather long story short, we have a client who does not want to
change web hosting providers - but does need both incoming (POP3) email
boxes and outgoing (SMTP) service - the web hosting company does not
provide SMTP.

They also do not want to pay more than $2/box for the POP3's - nor can
the SMTP be supplied through their Internet access.  Like I said, it's a
long story. :(

Does anyone know of a reliable company providing both POP3 boxes and
SMTP service for a reasonable price?  Thanks!
