You can move domains from one host to another.  I have done it many times.
You just have to contact the new registrar and ask what info they need and
then you have to find out what the protocol is for leaving the host you have
now.

As far as I know, when someone checks on a domain name, they used the Whois
database and to me that means everyone checks the same place.

I have no idea what the odds would be for two people to register the exact
domain name with two different registrants.  *Smile*
