Credit Card Liability

Good day all!

Had a potential client ask an interesting question, one which I do not know
the answer to.  Wondering if any of you have run into this one before.

Her question:

"Many dot com organizations - for profit and non-profit - have data bases
which contain huge amounts of data about their clients and customers,
including credit card information.  Unfortunately such data is
occasionally compromised by computer hackers.  Does the Internet
organization (Web site owner) have a legal obligation to notify its
clients/customers of
the problem so steps can be taken immediately to minimize the
damage?"
