I think it depends very much on your own artistic abilities, and how
"artsy" your web sites need to be. I use PhotoShop and ImageReady and
love them. However, I mostly just create navigational graphics and
edit photographic images. If I had to create graphics from scratch
that were more complex than just simple diagrams, I'd have to
outsource.
