We do *a lot* of B2B subcontracting, Daphne.  Work is work, and its all
paid.  If the new client does not wish to trust your work, then there is no
arrangment.

You can. of course, give him a one-time "freebee" to show him your stuff.
If you get ripped, you've lost a bit of time.  If not, you've gained a
client.

My approach would probably be to trust him once, for one home page demo.  If
he screws you, post his name and company all over every developer list you
can find to make sure it doens't happen to anyone else.

I will say that my best clients are B2B, and I love em.

I need everyone's opinion on something.

I just received a proposal request from a guy I've never worked for.
Basically, he gets the clients and outsources the work to other designers,
which is okay with me.  Anyway, this request bothers me:  he wants me to
create a mockup of what I think the homepage should look like and send him
the HTML.  He would then show the mockup to a client, along with my bid, and
the client would pick one.

Call me paranoid, but I'm concerned he could take these mockups, pick the
one he thinks is best, tell that designer that "the job has been filled,"
create the site using that mockup, and get all the credit (and money) for
it.  Plus, the idea of taking my time to create a home page, the hardest
page to create, without guaranteed money, is disheartening.  It would be a
little different if he just asked for a .gif mockup, but not much: he would
still have my design ideas, and he could take those and run.
