I'd have to agree. Its a judgement call. If the person sets your warning
sirens off, then maybe you *should* walk. If, on the other hand, you think
its a valid offer, and the prize is worth the risk...
Bottom line in business, and on the frontier that is the Internet, is to do
what works. The survivers will be the ones that *make* it work.
Also remember that reputations tend to follow people...perhaps the subject
of the original post wouldn't mind supplying the names a few other designers
he has worked with, and treated well...:)

Sorry, but that just begged to be said. The bottom line here is what
"you" are willing to do. If getting more business is worth the risk of
doing some preliminary work up front then great. If it isn't your idea
of sound business then nobody's forcing you.
