I use pair for all my hosting.  Since they are a Unix environment, and I
work in Unix in my "real" job, it meant a very small learning curve.  I
recommend them to all my students, too.  With Perl's Webmaster account, I've
done CGI work in C and Perl, and use PHP as well.  The disk allowances are
very generous - for one site I have kept access logs going back to June 1997
(hey, it is almost that site's 5th anniversary!).  The price has never risen
in all the years I've been them, and they just recently started offering the
Webmaster account phone support (not that I've ever needed it - the pair
community is very good about addressing issues).
