Can Not Transfer .info Domain Names - Why?

Hello all. It's been 16 months since the first .info land rush, yet I have
been unable to find a registrar willing to transfer any .info registrations.
I've contacted Afilias and they insist that transfers are allowed, but can
not find anyone willing to transfer .info names. Soon these names will be
up for renewal and we'll be stuck with having to renew with the original
registrars. This strikes me as collusion between the registrars.
What's going on here?
Has anyone been able to transfer the registrar of a .info name?
