I can't speak for all registrars, but the shared registry sytem database is
updated directly from our client, meaning, if you were to register with us
you would not be able to register the same name again through any registrar
who is on the shared regisrty (at NSI). If some registrar is holding domains
in a database somewhere, then the data (domain names) *could* be out of
date. I do not know of anyone who opperates that way though. I do not know
the ICANN rules ver batim, but I am sure there are rules surrounding how the
are to be held so as to avoid conflicts such as this.
