Who owns a place name

I see a bit of action in the states around the issue of meta tag keywords
intellectual properties [you know putting coca cola in your keywords to get
hits to your site etc.

I was wondering about place names.

Does anyone own the intellectual property on the words "New York City", what
about "The Statue Of Liberty", and what about a building name like "The
World Trade Centre"?
