The short answer?  Commercial sites pay.  Other sites stand little or no
chance of ever being listed.  Yahoo has been doing this for nearly two
years.

Hidden from the public? Considering the dismal organization of most such
sites, Yahoo gets a gold medal.

Go to the bottom, click on "How to Suggest a Site"
It's a short page, read it.

Under Step 3. Suggest Your Site From the Appropriate Category,
see the second paragraph, the one under the image.

"When you click on "Suggest a Site" in the appropriate category, you'll see
an online form asking for information about your site. (If you are
suggesting your business site somewhere within our main commercial
categories, you will see a link to the fee-based Yahoo! Express submission
process -- required for commercial sites. For more information about Yahoo!
Express, please read our FAQ. To suggest a site through Yahoo! Express,
click here.) "

If the 'required for commercial sites' didn't make it clear enough, the
first of the Top 5 Questions in the Yahoo Express Help FAQ is "What is
Yahoo! Express?"  Second sentence of the answer includes "This service is
required for sites submitting to certain commercial categories in
Yahoo.com".



Second question in the Submission Questions category - Why do I see Yahoo!
Express as the only option under certain categories?

The first paragraph of the answer is "The Yahoo! Express program is required
for commercial site submission in certain Yahoo! Directory categories and is
an option elsewhere in the directory."



While many people still think of Yahoo as the be-all-end-all of search
engines, we don't prioritize it for our clients.  We submit them to Yahoo
because some people think if you're successful enough to *buy* search
results, you're worth looking at.  Google and AlltheWeb.com get our first
priority.
