Perhaps. Might also be that UCE is mainly sent by Impulsive Senders. 
As long as people think that "If UCE didn't work no one would spend 
the time, effort or expenditure dealing with it", that thought alone 
would be reason enough to try it at least once. Any actual proof that 
it works would not be needed, as the costs for a mass-email campaign 
can be quite low compared with other advertising campaigns. 
Especially if you are not concerned at all to who you are sending 
your mail.

I'm sure I have not much knowledge about marketing. But I seriously 
doubt that people need proof that something relatively cheap works. 
They may think, oh well, it won't hurt much either, might give it a 
try, at least once. And why not a few times. Is it so unusual to try 
a new method before you're sure it will at least cover campaign 
expenses?

So they send their email to thousands of people. Some of them give it 
a try too. Etc. Unsollicited mail can keep being sent, just because 
it was sent by someone else too. No need at all for it to be 
effective.
