Just be careful with federal web sites vs state and local government web sites.

Federal government web sites may be assumed to be public domain, unless otherwise
noted (although it is courteous to give credit where credit is due).

This may not be the case with state and local government web sites.  First 
assumptions about public domain might get you into trouble as state governments
jockey for position.  State and local officials may claim actual copyright, even if
the information on their sites was collated with public funds.

It never hurts to ask. :)
