I was alerted about the situation from a ICANN at large member. While I
have not done an exhaustive search of ICANN's site I did take a look. Seems
most of the regs regarding domain transfer relate to Uniform Domain-Name
Dispute-Resolution Policy (UDRP). I could not find anything related to the
"assignment of rights" of a domain registrant. (Maybe an ICANN site search
engine would be a good idea). I think the closest thing to governing this
is section D.1.b.ii "do not unreasonably restrain competition"
I would be interested if you could point out specific regs prevent NSI from
"hijacking" names that are intened to be sold or transferred to competitor.
