Answer -  absolutely nothing.
But the point is - so what ?
What's to stop you from browsing the web, finding some not so well designed 
sites, and sending them a pitch for your services ?
That's no different than getting some URL's from this list.

If you were selling printing, would you only call on people that never bought 
printing before or would you suspect that they already have a supplier ?
