Sales Tax only needs to be collected from customers that reside in 
the same US State that the business is located.  If the purchase is 
from out of state, the sales tax is zero.  However, if the client does 
wholesale as well as retail, they should have a way to gather 
business resale license information.  This might be what they are 
asking you about.
