Hi Catherine.
At a glance, signtrack looks much like http://thecastingsite.com/, a
website I did the programming for.
For something like this I think you'll need:
1) hosting amenable to programming, meaning they provide telnet access
2) a database, Mysql can be gotten very cheap. I host thecastingsite for my
client as a web2010 reseller, check them out and know there's others around
as well
3) a programmer
Now on #3, my own preference is to use HTML templates. You can read up on
that at

and I apologize cuz this is a very technical article. But if you stick to
the first page or two I think it's understandable for a designer.
The point of templates is that the designer, you in this case can feel free
to improve and tweak your work and the programmer can likewise do their
job. When both parties understand a few basic ground rules it works great.
The html and the programming truly live in their own worlds yet interact
with each other totally.
The alternative approach is embedding HTML in the programs, and this I must
strongly advise you against... unless you've got a hankering to learn
programming. Brian Slezinski's article I gave the url for should convince
you of why.
