Sure they can. The easiest way for the developer is to just have the error
page specify that they visitor should use their back button to go to the
previous page, where all their data is already there, conveniently restored
from the browser's cache.
The easier way for the visitor is to have the program restore the values on
the form. IOW the form-handler can restore the form with all the visitor
supplied data left on it by program logic, along with the relevant error
messages.
