Making a Page the Visitor's Home Page

I've got a client who wants to give visitors the opportunity to make a page 
on her site their "homepage" or "startpage". 

I've found a few programs that are along the Build A Community line, but not 
something that only does what the site owner wants.

Does anyone have any solutions they're willing to share?
