CRITIQUE REQUEST: Another Non-Profit Site (www.stc-inc.org/new-site/)

Dear Fellow Webmasters:

I would like your opinions on another site that I'm working on for my
organization...
I would basically just like critique on the Splash Page and the Menu Page...
How the graphics look, the layout.  how the layout works on different
resolutions, etc...
None of the links work on the menu page, as they aren't done yet, but I
would like to know if this design idea is the way to go or not.
