Critique request: Re-design of hobby site

Hi, folks.

Time to de-lurk <smile>.

Having floundered for some time on HTML4 and CSS (Awk, PTUI!), I felt it was
time to re-do my hobby site (and give myself a little more training in the
use of CSS, etc.)

It's been designed with 800x600 screens in mind, and that's about it. The
original design was HTML3.2, and I've been upgrading it to HTML4 + CSS for a
couple of months. There's still on area that has yet to be upgraded, in one
subdirectory, but I need a little feedback at the moment.

Could some of you have a look at the site
(http://web.ukonline.co.uk/roger.stenning/index.html), and let me know if
I've fouled it up?

I need to know:

1. Does the CSS actually do the job?
2. Does it look OK in other screen resolutions
    (I know what it looks like in 640 x 480, but would like other
    opinions)
3. Is it clear to the eye in terms of navigation and colour scheme?
4. Anything else?!
