Critique request and Netscape 4 question

Hi all,

Please critique this site:

This is the New Delhi chapter of the International Webmasters =
Association.

The site is compatible with all major browsers, however, I see a bizarre =
problem with Netscape 4.
I am not sure if Netscape supports "background" tag in cells and tables. =
On this site, it shows the background for some cells, but leaves others =
out! Anyone know why this might happening? IE4 works fine of course.
