Steve:

This problem has nothing to do with what browser the user views your page
in.  You forgot to add a BGCOLOR attribute to your body tag.  If you don't
put a BGCOLOR attribute in there, the browser ---any browser--- will default
to the windows colors.  It's also clear that your background graphic is not
loading.
