Though you may find the color scheme horrific, I think it really works well.
The navigation is clean, the font is pleasant to look at and all the
graphics are tastefully done.

The load time on a 28.8 modem was approx. 45 seconds.

My only real complaint about the site would be the photo in the upper-left
corner.  The man is holding something in his hand that I'm assuming are a
couple cards, but they are obscured by his yellow shirt.  Maybe you can grab
the guy and force him to do a re-take wearing a blue shirt instead?
