need ideas on business site

I can't seem to get the right "look" going on this one, mostly because the
subject matter is greek to me :)  Would some of you please take a look and
pass on any ideas you might have to make it look more technical?  Client
wants frames for navigation purposes - I'd rather do some kind of table
layout.  Since we can't agree on that, I have just put up the basic content
so there is something there to look at.  I have sent him several mockups and
I am either getting it too blah or too cutsie or too bright, etc.

I know there are tons of great ideas exchanged on this list, so if you could
take a look, I'd appreciate it.
