I didn't have much time to review this, sorry.

I like the index page. As much as I like the navigation image
http://www.nfld.com/pics/welcome.gif , I'm not sure it fits with the overall
theme of the page. Maybe it's just me.

IMO, I'd place the text links at the bottom. Placing them right under the
image navigation is kind of redundant.

Why change the background color on the other pages? I'd stick to the color
you have on the index page.
