Hi Kaleb

A few design points (all IMHO, of course)
* The black is quite heavy, and didn't seem so appropriate to your
organisations purpose.

* There are a few too many font types. You have a nice sans-serif on the
left menu, two different decorative fonts on the main page - one italic, one
not - and the main text is 'Tahoma', which neither I nor my browser has
heard of, so it displays times roman - the default. Then the 'about the
institute' page has a different font again.

* The red/black background fade out looks very badly done.

* I would remove some of the logos at the bottom of the page, and you don't
need the navigation bar in the main part - you have the frame with the
navigation

* In 640x480, there is horizontal scrolling in the main page.

* Under the menu bar, it gives the ideal resolution of 1024x768, yet it
looked good in 600x800.

All links I tried were live and everything loaded fast.

Some of the images (Mostly titles and the logo above the menu bar) don't
have ALT tags.

Those are my observations, and all IMHO
